As the massive amount of criminals being caught in the US there are plenty property for sale to the public which has been forfeited under laws enforced by local , state and federal agencies. The property is normally available to the public through auctions, normally called police auctions or government auctions. It seems fair when you step back and look at it objectively. Criminals sacrifice the booty of their ill-gotten gains when their hands are caught in the cookie jar so to speak. Bought yourself a stereo? or a camera? or a Lamborghini? with the money you got from robbing banks or that you made from selling drugs then don’t be surprised (or offended) when the sale of these confiscated items is funding increased police coverage to try and catch any of your cohorts, accomplices or similarly criminal counterparts.

Even the American Civil Liberties Union (ACLU) doesn’t stick its nose into these affairs. There are definite gray areas of constitutionality there… even the most jaded (or conservative) can see that… but for the most part these are waived or suspended in the pursuit of bringing criminals to justice. So, even though your local police precinct never really intended itself to be set up as an adjunct BEST BUY store, the need for this drives the commerce and money starts flowing to the places where the citizens would actually prefer it to go: back to the cops who help keep the citizens’ streets safe and free from more threat of theft and societal ill.

How do Police Auctions work? Confiscated property and goods typically sells for pennies on the dollar of actual value when police auction off the items they have confiscated in the process of arresting criminals. Cars, stereos, even houses get put for sale to the general public as long as they show up for the event. Most people have never or will never attend such an event but for those who do their thinking outside the box it’s an interesting way to purchase merchandise at a fraction of its value (and original cost) as long as you don’t mind “where it’s been” so to speak… A nice tidy little system which has now found a way to exact the ultimate irony: the work of criminals is actually funding the activities of cops who are engaged in putting an end to the activities of criminals. It’s almost perfect in its ironic symmetry. Police auctions make sure the cops are the ones getting the last laugh for sure.

The Psychology behind those who Bomb: The act of war is in many ways an act of anger, rage, and discontentment, it could be personal or labeled spiritual. Either an act of revenge or a crusade for a God, the act of killing and destroying with a bombs has its basis in rage. Suicide bombers are normally drawn to kill themselves because of two reasons: religious motivation or national motivation. Often time the suicide bombers are completely brain washed by the people who want them to finish their tasks for them. Other common attributes of a Suicide Bombers are they lack social skills, commonly come from under classed families, and mentally weak.

Those who would act in the name of their God, religion or political group do with the same intense anger, however, it is usually not from such a personal level. Here the bomber believes at his core that he is helping his cause and or doing the will of his God. The religious teacher brainwashes the bombers to a point where they are thoughtless to anything around them, including their own family. In addition, these religious leaders tell the unfortunate bombers that they were “born to kill others”. It is also thought the suicide bomber in fact is only masking his anger, behind the preserved justification of his act.

Religious militant groups are responsible for almost all recent suicide attacks. These religious leaders usually seek out young men who are sympathetic to the religious cause. The young males are then usually segregated in small units. Then the small units are indoctrinated by exploiting them through either religious or military means. The militant leaders instill that self sacrifice is noble and the units mission is righteous and heroic. And finally, all of the members in the unit make a declaration to their goal at hand. After this group reinforcement, it is extremely difficult for an individual to psychologically leave the group or back out of the suicide bombing pact.

The suicide recruitment steps mentioned above are used in 99% of all suicide attacks from Japan kamikaze pilots to 9/11 hijackers. The psychologically pull on individuals in small groups is very powerful and proven to be ideal to create potential suicidal bombers. The power of the group lead by evil can cause unimaginable evil. It is not uncommon for suicidal bombers to have never broken a law in their life before their final act.

This is why it is important to understand bombers and the fact is, they are simple pawns who are lead to act in this manner.

If caught in war and acting on the behalf his country, the justification is still very real and very present and the under lying aggression that lives within the individual is projected through the act of protecting his country or nation. The need to express his personal explosive rage is honored when it is connected to the fight for freedom.

We as a people have a need to feel superior to others and when our past has left us vulnerable to the ways of others and the world, there are those who will remain victims and those who will seek revenge. The need to watch the suffering of others comes from a deep seeded hatred of the world around. Killing is the ultimate act of revenge. The desire to watch as the objects and people around explode in a bombing is a projection of the explosive anger within the individual. When bombers act from this personal level they are for the most part, acting alone. Though they may be associated with a group, it is unlikely that they are acting for the group. A need to satisfy their own hatred and feel the power of control over life itself is at the core of the action.

In all cases, it is the discontentment, and anger at the world around that is at the core of all violence. Education, future hope, and reduction of poverty in trouble areas could help to prevent future suicidal bombers. It is also important to remember generally, the actual bombers did not and could not have made the plan to blow themselves up. The bombers are lead by evil doers who have the formula to generate small units with a common goal of suicidal destruction.

In the United States, one of the most widely accepted and used crime rate measure are statistics published each year by the FBI. The FBI crime rate stats are based on numbers of crimes reported to local police throughout the United States. Local police departments in communities with at least 10,000 residents are required to keep track of several types of crimes, and report to the FBI.

In fact, in 2004 alone, over 17,000 local agencies reported their crime statistics to the FBI Crime Rate program. These agencies cover 94 percent of the U.S. population. With such a high percentage of the US population being accounted for, the national average crime rate reported by the FBI is generally considered a highly accurate US crime rate estimate. However, it is only an estimate. Besides the national standard FBI crime rate, it is difficult to determine the crime rate trends in the U.S. because the criteria for calculating the other crime rate changes over time and deem to be inconsistent.

It is widely recognized that not every crime that occurs will be reported to the police. For example, it is estimated that only as few as 50% of rapes that occur in the US are actually reported. Thus, the National Crime Victimization Survey, conducted by the Bureau of Justice Statistics, attempts to measure the number of crimes which occur, but are not reported to the police.

There are two primary indices for crime reporting which are divided into violent and non-violent crimes. The violent crime index includes statistics on homicides, serious violent crimes, forcible rapes, assaults, and robberies. The non-violent crime index, also referred to as the “property crime” index, includes statistics on burglaries, larcenies (thefts), motor vehicle thefts, and arsons. Other notable breakouts of types of crimes are the gender of the victim, whether guns were involved, whether drugs were involved, race related, gang related, domestic, non-domestic, how many arrests are made just to name a few.

In order to appropriately compare different areas by compensating for population differences, both violent crimes and nonviolent crimes report crime on a per capita basis, usually expressed as the ratio of crimes reported per every 100,000 persons. Because it is possible to obtain both the national average and the statistics for a specific local area, one can easily determine whether a particular local area has a high or low overall crime rate, simply by comparison to the national average.

While the overall crime rate numbers are reported by the FBI as a national average, it should be noted that certain demographic and geographic considerations do come into play. In general, it is typical for crimes to be more highly concentrated in urban, economically disadvantaged areas. It was also once widely considered as fact that drug use contributed greatly to the overall incidence of crime, as drug users would naturally turn to crime to support their habit; however, the correlation has not borne out over time, as the overall number of drug users nationwide has not decreased, while the overall crime rate has gone down.

Moreover, young persons, minority groups, and financially disadvantaged persons have a higher incidence of both commission and victimization. In fact, it has been reported that, in the U.S., in 1998, nearly 33% of Black men aged 20-29 were either in prison, in jail, on probation, or on parole, and, on average, nearly 70% of all prisoners are non-Whites. A report released by the Department of Justice in February 1997 noted that of the crimes studies for the report, 56% of the arrested suspects were White, 42% Black, and 2% were “other races”; however, Hispanics were included in the numbers of suspects considered to be “White”.

The report also noted that rape victims were approximately evenly divided between Whites and Blacks, and that it was typical (about 88%) for forcible rape victims and their rapists to have been from the same race. In 2004, and again in 2005, the incidents of forcible rape with a White rapist and Black victim was reported at 0.0%; in contrast, in 2005, if the victim was White, there was a 33.6% chance that the rapist was Black – whereas in 2004, that number was only 8.3%.

Another very interesting crime stat is the larger the police presence, the more crime rates go down. For example, in New York City during the 1990’s the crime rate for violent crimes dropped by 35% interestingly enough the population of the police force from 1991 to 1998 was increased by 35%.

In general, the property crime index parallels the overall U.S. crime rate, but the violent crime index does not. The violent crime rate rose during the 1960s and 1970s, but not to the same extent as the non-violent crime rate; however, the violent crime rate reached its height at a much later time (1991, whereas the property crime rate peaked in 1980). At its peak, the property crime rate was in excess of 5,000 crimes per 100,000 persons, while the violent crime rate stayed below 800 at its height. The indication from this is that property crimes affect the total U.S. crime rate more than the more severe but less frequent violent crimes.

In the late 1960s through the early 1970s, the crime rate in the U.S. rose sharply. During the rest of the 1970s and throughout the 1980s, the US crime rate reached an all-time high. There are many factors which are considered to have contributed to this increase, including: protests centering on the war in Vietnam, the civil rights movement, the addition of crime statistic reports from Alaska and Hawaii into the national average, the upswing in racial militant groups, and the creation of “criminal-friendly” rules by the Supreme Court, including the Miranda case.

The overall U.S. crime rate has decreased dramatically since 1991, and, by 2004, it had returned to 1970 levels (3982 crimes per 100,000 residents), with the homicide rate at the lowest point since 1965, and, between 2000 and 2005, remained at an all-time low (5.5 to 5.7 homicides per 100,000 persons). This has been generally attributed to a range of considerations, from an aging population to mandatory sentencing laws.

There was a short period of “rebound” in the property crime rate, following the attacks on the World Trade Center and the Pentagon on September 11, 2001. This has been attributed in large part to the economic instability that resulted from the attacks. Violent crimes, however, dropped by 9% in 2001 as a whole, and this decrease is also considered to be, in large part, due to a record low number of assaults, perhaps also in reaction to the 9/11 attacks.

Current research on the crime rate trend shows it spirally downward. In conclusion, as the population grows, one would think that the crime rate would grow as well. However, statistics show that the crime rate, since the early 1990’s, has actually gone down and has gone down significantly.

The show stars Chris Noth as Detective Mike Logan, alongside Detective Wheeler, played by Julianne Nicholson. Vincent D’Onfrio also stars, as Detective Robert Goren. These detectives are members of what is known as “The Major Case Squad”. They investigate high profile crimes in New York City.

The show and the detectives within it use a criminal psychological approach to catch criminals, and allows the viewer to peek into the mind of those who are committing the crimes. This makes the show very unique, because other incarnations of Law and Order tend to focus solely on the police and prosecution, not the actual criminals and the crimes themselves.

The detectives in the show all have fairly well developed characteristics that make them unique. Goren, for instance, is quirky and extremely intelligent. Often, his gut-instinct turns out to be the thing that breaks a case, not just hard facts. Det. Logan is a bit more of a troubled soul, who has had his trouble within the force in the past, when he punched a New York City politician who had murdered a gay man.

The show is a “spin-off” of the long running popular prime time drama, “Law and Order”. Additionally, the show usually takes one of the two “pairs” of detectives and focuses on their case, whereas other Law and Orders have done several stories at once.

As far as a definition of criminal intent: The issue of intent with regard to crime is closely associated with that of culpability. If I commit a crime, but I don’t intend to commit it, am I guilty? Criminal intent law, this is an issue that has been fought out in courtrooms the world over for centuries.

While ignorance of the law is no excuse, lack of culpability is. This makes some situations rather interesting. For example, if I open the wrapping of some software that has the words “by opening this box you agree with the following terms…” written on it, am I guilty if I subsequently break those terms simply because it never occurred to me to read a 10,000 word legal agreement as part of opening up a box? Take it further, and am I guilty of a crime if I am unable to understand what I’m doing (if I’m sufficiently drunk, for example)?

It’s no wonder lawyers get paid as much as they do to bamboozle juries and walk a fine tightrope in front of a judge!

Currently African Americans represent around 13% of the population of the United States. Yet, they represent over 30% of the criminal population. Over the years, many sociologists have proposed various reasons for this disparity, including racism. Racism or racial discrimination is “discrimination or prejudice based on race”. Modern day racism can take many forms, including racial profiling.

Racial Profiling is “any police or private security practice in which a person is treated as a suspect because of his or her race, ethnicity, nationality, or religion. It is important to note that personality profiling and FBI profiling are very different types of profiling techniques and to not involve race. In a recent study racial profiling statistics done by New York Civil Liberties Union, analysts looked at the stop-and-frisk activity between January 2006 and September 2007. Out of 867,617 stops, police stopped 94,530 whites and 453,042 blacks, even though the whites outnumber blacks in New York City; overall, 21.1% of the black population was stopped, while only 2.6% of the white population was stopped. Motorists have given this police racial profiling a name—“driving while black (or brown),” or DWB.

Whenever a larger percentage of a minority population segment is targeted, then that segment of society will have proportionately higher chances of being caught when criminal activity does occur. For example, if ten percent of each race commits crimes, but if a minority is targeted for increased police scrutiny, then more of the minority population would be captured committing a criminal act.

Additionally, there are other factors which could factor into the larger-than-expected African American criminal population. Inner city and other poor areas are often targeted by police. These areas tend to be over-crowded, with drug deals occurring on street corners. While drug dealing can not be linked primarily to one community, it is easier to spot drug deals happening outside. So while drug deals might take place inside suburban homes, those crimes tend to be better hidden. Because these low-income communities are often home for minorities, this can cause a disproportionate effect on the criminal racial statistics.

Additionally, the type of drug found by police can affect the jail sentence. Crack cocaine, a type more commonly found in lower income areas, only requires possession of 5 grams in order to receive a 5 year prison sentence. However, possession of 500 grams of powered cocaine is required to receive the same prison sentence. This policy often causes unfair sentencing for those in lower-income areas.

Another reason as to why more African Americans are more likely to be convicted is due to a lack of money or access to legal resources. Caucasian offenders often can afford better lawyers, seek expert testimonies when needed, or even pay for their own treatment programs. This can give them an advantage in the legal system over poorer defendants.

Under the “social conflict theory,” the disparity of income levels in a capitalist society can foster criminal behavior. In this theory, punishment reflects the values of the “segment of society that has achieves power and is willing to use the criminal justice system as a tool to keep that power”. So some crimes, such as burglary, are punished more severely than other so-called white collar crimes, such as embezzlement. For property offenses, “minorities were considerably more likely to receive jail terms”.

Another factor is the next generation effect. Once a family loses a parent due to incarceration, then the children are more likely to feel a loss of social status and shame. The family loses financial support, often resulting in moving into less desirable neighborhoods. Without a support system of family and neighbors in place, often the children then become the next generation of criminals.

In many states, a criminal record also results in the loss of voting privileges. It is estimated that 1 in 4 African Americans have lost their right to vote. This reduces the overall political stance of African Americans, as well as the ability to influence politicians who create the laws for sentencing guidelines.

Overall, the overrepresentation of African Americans in our legal system is due to many factors which include—but are not limited to—law enforcement policies and racial profiling, judicial sentencing, family and social stability, and economic status.
